Russian authorities have continued to intensify repression against dissent, independent civil society, and perceived political opposition, using an expanding set of legal and administrative tools that human rights organizations and UN experts describe as designed to deter public criticism and dismantle independent organizing.

Human Rights Watch (HRW) reports that, in the context of Russia’s ongoing war against Ukraine, the Kremlin has further escalated censorship and surveillance and increasingly relied on broad “state security” and “extremism” accusations to pursue critics inside the country and in exile. In its assessment of developments during 2025, HRW notes a marked rise in prosecutions for anti-war expression and other peaceful dissent, alongside a tightening of restrictions through laws governing “foreign agents,” “undesirable organizations,” and new censorship measures (Human Rights Watch; Human Rights Watch).

A key indicator of the scale of repression is the growing number of political prisoners. HRW cites figures from Memorial indicating that the number of political prisoners rose to 1,217 (including 108 women), up from 805 at the end of 2024 (Human Rights Watch). HRW also documents continued “draconian” prison terms for speech deemed anti-war or disloyal, including criminal cases brought under statutes framed as combating “false information” about the military or “discrediting” the armed forces (Human Rights Watch).

“Extremism” and “terrorism” designations as a repression tool
UN human rights experts have warned that Russian authorities are “systematically dismantling” what remains of independent civil society by abusing counter-terrorism and anti-extremism frameworks. In an April 2026 statement, UN Special Rapporteurs and working groups described “massive designations” of organizations and individuals as “undesirable” or “foreign agents,” coupled with criminal cases targeting lawyers, journalists, anti-war activists, and human rights defenders. The statement specifically highlighted April 2026 court proceedings and described a “deliberate strategy” to spread fear and deprive people of independent information and legal assistance (OHCHR).

The UN experts pointed to recent long sentences imposed on activists, including the conviction of six members of the youth movement Vesna to 8–12 years in prison for alleged participation in an “extremist organization,” with the underlying conduct tied to opposition to the war (OHCHR). The same statement also emphasized risks created by escalating legal action against prominent human rights institutions, including efforts to target the International Memorial Movement—a Nobel Peace Prize laureate—through “extremist” proceedings, which would expose associated individuals to criminal liability (OHCHR).

Targeting independent organizations and marginalized communities
Human rights groups report that repression is not confined to electoral opposition or anti-war activism. HRW describes an intensified “traditional values” campaign that has been paired with legal pressure on LGBT people and organizations, including prosecutions connected to the so-called “International LGBT Movement,” which Russian authorities have treated as “extremist” (Human Rights Watch; Human Rights Watch). Amnesty International has also warned of the use of vague “extremism” laws to criminalize human rights work and intimidate LGBT communities, citing legal efforts to ban leading LGBT initiatives as “extremist organizations” and the closure of hearings to the public (Amnesty International).

HRW further details how “foreign agent” and “undesirable” legislation is used to stigmatize and constrain organizations and individuals—through labeling requirements, restrictions on professional and educational activity, financial penalties, and criminal cases for alleged noncompliance. In HRW’s account, these measures have undermined independent media, human rights advocacy, and civic initiatives by making ordinary collaboration legally risky (Human Rights Watch).

International responses and accountability efforts
International institutions have increasingly framed Russia’s domestic repression as systematic. In February 2026, the Council of the European Union announced restrictive measures against individuals connected to politically motivated trials and detention conditions of political prisoners, citing repression of civil society and democratic opposition and inhuman or degrading conditions of confinement (Council of the EU).

Conclusion
Taken together, recent reporting and international statements depict a tightening environment in which Russian authorities use expansive legal categories—particularly “extremism,” “terrorism,” and “state security”—to criminalize peaceful dissent and restrict independent civil society. The prosecution of activists, pressure against landmark human rights groups, and legal attacks on LGBT organizations underscore a broader pattern: the consolidation of state control through punitive law enforcement and institutionalized intimidation, with serious consequences for freedom of expression, association, and the protection of human rights within Russia.

Recent drone strikes targeting Moscow mark another significant moment in Russia’s ongoing war against Ukraine. For much of the conflict, the Russian leadership attempted to preserve the image that the war existed somewhere distant — confined to Ukrainian cities and far from the daily lives of ordinary Russians. That illusion is increasingly collapsing.

While Russian authorities condemn attacks on Moscow as unacceptable escalations, it is important to recognize the broader context. For more than three years, Ukraine has endured relentless missile and drone strikes against residential neighborhoods, civilian infrastructure, and energy systems. Entire communities have lived under constant threat as a direct result of Russia’s decision to invade a sovereign nation.

The appearance of drone warfare over Moscow is not an isolated development disconnected from the war itself. It is a consequence of the Kremlin’s continued aggression and refusal to pursue meaningful de-escalation. Wars rarely remain geographically contained indefinitely, especially when one side continues to intensify military operations.

None of this diminishes the tragedy of civilian suffering. Fear, destruction, and loss of life are devastating regardless of nationality. However, responsibility for the widening consequences of this conflict rests with the Russian leadership that initiated and continues to sustain the invasion. The damage now appearing inside Russia is inseparable from the policies and decisions that brought the war into existence in the first place.

Moscow Is Now Feeling the Consequences of the War the Kremlin Started

Introduction to Digital Media in Russian Politics

In recent years, digital media has played a significant role in shaping political discourse around the world. In Russia, it serves as both a tool for political opposition and a channel for government messaging. The digital landscape has become a battleground where narratives are crafted, shared, and contested.

Tools Used by Political Opposition

Russian political opposition groups have leveraged various digital tools to organize, communicate, and spread their message. Social media platforms like Twitter, Facebook, and VKontakte are crucial for reaching a wide audience and mobilizing supporters. These platforms allow opposition leaders to bypass traditional media, which is often state-controlled, to directly engage with citizens.

Moreover, encrypted messaging apps such as Telegram play a vital role in secure communication among activists. These apps provide a level of privacy and security that is necessary in a country where political activities are closely monitored.

Challenges Faced by the Opposition

Despite the opportunities digital media offers, the Russian political opposition faces significant challenges. The government has implemented stringent laws regulating internet usage, including the “Sovereign Internet” law, which aims to create a national network independent from the global web. This law gives authorities greater control over online content and can hinder the opposition’s ability to communicate.

In addition to legal barriers, there are technical challenges. The government employs sophisticated cyber tactics, such as Distributed Denial of Service (DDoS) attacks, to disrupt opposition websites and online activities. Censorship and the blocking of websites further complicate efforts to disseminate information.

The Role of Citizen Journalism

Citizen journalism has emerged as a powerful force within the digital media landscape in Russia. Ordinary citizens, armed with smartphones and social media accounts, document events and share them online, often providing alternative perspectives to state-run media narratives. This grassroots approach has been instrumental in highlighting issues that might otherwise go unnoticed.

However, citizen journalists face risks, including harassment and legal repercussions. Despite these challenges, their efforts contribute significantly to the diversity of information available to the public.

International Influence and Support

International organizations and foreign governments have also played a role in supporting Russian political opposition through digital means. Funding, training, and technological support help opposition groups enhance their digital strategies. Additionally, international media coverage can amplify the messages of opposition leaders, bringing global attention to their causes.

However, this support is a double-edged sword. The Russian government often uses foreign involvement as a pretext to discredit opposition movements, labeling them as agents of foreign powers.

Conclusion

Digital media remains a crucial arena for political opposition in Russia, offering both opportunities and obstacles. While it empowers activists to bypass traditional barriers and engage with a broader audience, it also subjects them to increased scrutiny and repression. As digital landscapes continue to evolve, so too will the strategies and challenges facing those who seek change within Russia’s political system.

The Role of Digital Media in Russian Political Opposition: Tools and Challenges

In recent months, the landscape of freedom in Russia has undergone a profound and technical shift. While headlines often focus on high-profile political figures, the most significant developments are happening in the infrastructure of daily life. The space for dissent isn't just being restricted—it is being systematically dismantled.

The Digital Iron Curtain
Perhaps the most visible change is the aggressive push toward a "sovereign internet." The Russian government has moved beyond blocking specific websites to targeting the very tools people use to stay connected. Reports of near-total blocks on platforms like Telegram and the mass throttling of VPN services represent an attempt to isolate the Russian information space from the rest of the world. It’s no longer just about controlling the narrative; it’s about controlling the pipes through which information flows.

From Activism to "Extremism"
On the ground, the legal pressure has reached a fever pitch. The recent labeling of storied human rights organizations, such as the Nobel Prize-winning Memorial, as "extremist" serves a dual purpose. First, it physically shuts down the infrastructure of civil society. Second, and more importantly, it criminalizes common citizens. Under these laws, something as simple as a social media share or a small donation can be reclassified as supporting extremism, effectively turning everyday solidarity into a legal liability.

The Cost of Silence
Independent journalism continues to face an uphill battle. Raids on newsrooms and the detention of editors have become a recurring reality, forcing the few remaining independent voices into exile or silence. When the state removes the observers, the reality on the ground becomes whatever the official broadcast says it is.

Why It Matters
These developments represent more than just a list of policy changes; they describe a society being forced into a new kind of quiet. When people have to second-guess their text messages, their reading habits, and their associations, it creates a pervasive atmosphere of caution.

Paying attention to these shifts is not just a political exercise. It is an act of recognition for the millions of people who are navigating an increasingly restricted existence. In a world where information can be throttled and advocacy can be labeled a crime, staying informed and continuing the conversation is, in itself, a form of resistance.
